About Uttarakhand SAPCC
SAPCC Overview
The Uttarakhand SAPCC was prepared with the State Forest Department as the lead agency and with inputs from 11 sectoral working groups.
Climate profile
- Uttarakhand extends from the Terai and Bhabar plains to the Lesser, Greater and Trans-Himalayan zones. Its climate varies sharply with elevation and terrain, and its water systems depend on monsoon rainfall, winter precipitation, snow, glaciers, springs and high-altitude catchments.
- Available station-level observations show that climate trends are not uniform across the state. Pantnagar recorded decreasing maximum temperatures but increasing minimum temperatures, while Almora recorded an increase of about 0.46°C in average temperature during 1955–2007 and declining annual rainfall relative to its long-term average.
- Projections cited for the wider Himalayan region indicate warming of approximately 1.7–2.2°C by the 2030s relative to the 1970s, together with an increase in annual rainfall of approximately 5–13%. More intense rainfall, altered snow and glacier conditions and increased sediment movement could affect rivers, slopes, infrastructure and mountain livelihoods.
Climate stress at a glance
- Uttarakhand SAPCC 1.0 recognises the exposure of mountain settlements, roads, tourism routes and public services to landslides, flash floods, intense rainfall and other Himalayan hazards.
- Changes in snow, glaciers, springs and rainfall can affect water availability, hydropower, agriculture, forests, biodiversity and rural livelihoods.
- The June 2013 disaster informs the emphasis in Uttarakhand SAPCC 1.0 on risk-sensitive infrastructure, early warning and stronger coordination between development and disaster-management institutions.
